This is an interesting intersection, with a one-way street crossing a two-way that turns into a one-way. There is no pedestrian signal, even though it is in the heart of downtown and sees quite a bit of foot traffic.

as this picture shows, it is impossible to legally and safely cross elm/orange on three sides of the intersection AT ALL TIMES. this means people are forced to 'jaywalk' and dart through traffic unless they just so happen to be on the right side of this intersection crossing elm. there is never a time where someone can cross over elm from the left side, or orange at all, without cars officially having the right of way. this woman shown could technically be given a ticket, or be run down by a car, and it would be "her fault".
it is utterly embarrassing that this intersection is the closest one to the department of traffic and parking.
our city needs to do better than this.

why is there no response?
on three sides of this street, people endanger their lives every day.
